Answer:
(use lofting)
draw a circle with ur diameter of 30
then create a new workplane with an offset of 50
create a new sketch on that new workplane and draw a tiny circle.
then 'select lines' (both circles that u drew)
then click on features on the top menu and select 'loft through profiles...'
then click ok
