How to remove the Outer Tie Rod End on 2005 Accura RSX-Type S?

I already tried using a whench to hole the Tie Rod Bar while using another whench on the Outer Tie Rod End and tried to losen the Outer Tie Rod End out but nothing is turning. Am I doing it wrong? Do I need a special tool? Or I just need to put more presure? Please advise.

loosen top nut spray down with wd 40 allow to sit 30 minutes then use a tierod fork drive it between upper and lower shafts
